The Capital Budget Office (CBO) within the South Carolina Department of Administration (Admin) is the organizational entity with oversight responsibility for the state's permanent improvements program. CBO is responsible for coordinating the approval process as well as monitoring and reporting budgets and expenditures for all permanent improvement projects.
CBO facilitates the planning process for state agencies' and institutions' capital improvement programs through the Comprehensive Permanent Improvement Plan (CPIP) which annually reflects all planned permanent improvement project activity for the next five-year period.

Office of State Engineer
Preliminary and Final Land Acquisition requests submitted to CBO for approval by the Joint Bond Review Committee and SFAA must include a completed Private Participant Disclosure document from each seller, including any participating conservation agencies, when SFAA approval is required.
Proviso 117.160 of the FY2026-27 Appropriations Act requires all Conservation Agencies for all conservation land acquisitions requiring approval from Admin, Joint Bond Review Committee and/or the State Fiscal Accountability Authority (SFAA). These documents are intended to satisfy this proviso.

The Comprehensive Permanent Improvement Plan (CPIP) is a tool that informs decision-makers of the anticipated permanent improvement projects agencies and higher education institutions plan to initiate over a five-year period.
It promotes awareness of funding needs for permanent improvement projects. It also informs the Joint Bond Review Committee and State Fiscal Accountability Authority of the projects that will be coming through the approval process.
