The General Assembly finds harmonious relations between public employers and public employees are a necessary and most important factor in the effective and efficient operation of government, and that a proper forum for the understanding and resolution of employee grievances will contribute to the establishment and maintenance of harmony, good faith, and the quality of public service.
The Alternative Dispute Resolution Program assists agencies and citizens with issues involving the State Employee Grievance Procedure Act and appeals to the State Human Resources Director. Assistance is also provided to agencies interested in using the services of a mediator through the Statewide Mediators Pool.
The Governor has directed that when inclement weather occurs in South Carolina, state government offices and their employees will follow the same weather hazard decisions made by county government officials where the state offices are located. For example, if a county delays opening offices or closes early, state agencies in that county will do so. Further, if a county closes offices for an entire day, state offices in that county will do so.
The Division of State Human Resources (DSHR) works with agency customers to ensure excellence in human resources through providing guidance on HR-related matters, delivering resources that encourage effective workforce planning and organizational development and overseeing the state’s Alternative Dispute Resolution process. The Operations Team coordinates the long-term leasing of approximately 3,500 State Fleet-owned (Lease Fleet) vehicles to state and local government entities within South Carolina.

The State Fuel Card Program provides customer agencies with more than 4,700 fueling stations to choose from across the state of South Carolina. The fuel price is based on wholesale fuel prices taken from the Oil Price Information Service (OPIS), a national publisher of gas prices.
