Citizen Assistance Programs

The Office of Executive Policy and Programs (OEPP) serves the residents of South Carolina through Citizen Assistance Programs that provide essential services to people living with disabilities, those in need of help with home utility expenses and small and minority-owned businesses.

The South Carolina Office of Ombudsman acts as a facilitator in guiding citizens to government resources that will address their issues.

SRS Settlement Fund Allocations

The Executive Budget Office is responsible for the disbursement of the Savannah River Site Litigation Settlement Funds as allocated via the FY 2022-23 Appropriations Act, Proviso 118.19 (72). Counties in which the projects are located must submit a written request for funds appropriated in the county to the Executive Budget Office. Prior to the disbursal of funds, the Executive Budget Office will report each request for disbursement to the Joint Bond Review Committee and the legislative delegation representing that county.

Request for Interim Authorization Increase

The authorization to expend Other Funds (agency-generated revenue from fees for services) and Federal Funds is included in each agency’s budget during the appropriations process. During a fiscal year, an agency may determine it needs an increase in Other Funds or Federal Funds authorization over and above what was included in the Appropriations Act that cannot be addressed by transferring existing authority from another program in their budget.
