Except for property matters for those agencies and processes specifically exempt from the oversight delegated by the South Carolina Code of Regulations, Real Property Services, on behalf of Admin and the Division of Facilities Management and Property Services (DFMPS):
Admin’s IT Planning Office, part of the Program Management Office (PMO), oversees and processes IT planning requests submitted by agencies throughout the state as required by Proviso 117.117 of the 2019-2020 South Carolina Budget.
Information Technology (IT)
Executive Order 2016-07 required cabinet agencies to utilize new general ledger (GL) codes in the South Carolina Enterprise Information System (SCEIS) to better categorize information technology (IT) expenditures. The FY17 General Appropriations Act, Proviso 117.133 extended the same requirements to all agencies. The FY18 General Appropriations Act, Proviso 117.121, brought these requirements into FY18.

Admin’s Program Management Office (PMO) leads an annual proviso-mandated IT data collection effort for state agencies. This effort provides the opportunity to better understand the state’s current and future IT spending across all agencies.
Admin’s Data Analytics team, part of the Program Management Office, is tasked with bringing together data from various sources to support the goals outlined in the Statewide Strategic IT Plan and help institute data-driven decision making. As part of these efforts, the Data Analytics team helps with the development and support of the IT Data Collection and Planning System, IT Planning process and state IT spending analysis.
Admin’s Agency Relationship Management (ARM) team, part of the Program Management Office, is tasked with developing, strengthening and maintaining partnerships with agencies throughout the state while fostering a collaborative environment and ensuring a clear and consistent line of communication with agencies. As part of this effort, the ARM team works to gain a comprehensive understanding of agency-specific missions, deliverables and business goals while advocating for agencies in a variety of technology-related matters. Admin’s Program Management Office (PMO), supports the development and adoption of the state’s IT Shared Services Initiative by helping to implement and monitor all aspects of the program. Through this effort, the PMO is tasked with the following:
Admin maintains emergency plans for each of its tenant-occupied buildings.
Request the emergency plan for a specific building or for Safety to conduct training for tenant agencies by email, or call the Safety office 803-737-2311.
Citizens, organizations or groups may use the State House and State House grounds for various purposes and events when the use will not interfere with or disrupt governmental functions.
