Model Policies

The following model policies are available from the Division of State Human Resources.

Employee Performance Management System

EPMS Documents Released July 1, 2024

These documents compliment the statewide SuccessFactors EPMS module. Agencies who want to use the statewide SuccessFactors EPMS module must have EPMS policies that are consistent with the new model policy. Agencies not wishing to use the statewide SuccessFactors EPMS module may also update their policies to mirror the SuccessFactors EPMS process if they would like to do so. Agencies not using the statewide SuccessFactors EPMS module may also use any of the sample documents provided if appropriate.

Alternate EPMS Documents

These documents are provided for agencies who do not wish to use the statewide SuccessFactors EPMS module. These agencies may use the model policy below to create or update the agency EPMS policy. In addition, agencies may incorporate some of the items included in the model policy created for agencies using the statewide SuccessFactors EPMS module into their EPMS policies if they would like. For example, changing the name of the Warning Notice of Substandard Performance to a Performance Improvement Plan or updating the language outlining the requirements to separate an employee following the issuance and completion of multiple performance improvement processes.
