General Nature of Work

Plans, coordinates, and directs the duties of custody staff (Correctional Officers, Sergeants, and Lieutenants) assigned to a designated shift, overseeing institutional security and inmate/youth activities in an adult or juvenile correctional facility. Serves as the shift commander and is responsible for the supervision, leadership, and coordination of all security operations during assigned hours.

Works under the general direction of the Correctional Major or Warden with considerable latitude for the use of initiative and independent judgment in carrying out institutional objectives and maintaining operational continuity.

Examples of Work

Performs complex supervisory duties in the daily care, custody, and control of inmates/youth during a designated shift. Leads and motivates staff to improve job performance, accountability, and professionalism. Plans workloads, assignments, timeframes, and performance expectations for assigned personnel. Conducts performance evaluations and provides ongoing feedback to ensure operational standards are met. Trains staff in proper procedures to promote security, safety, and efficiency. Conducts individual and group meetings, including daily shift briefings, to ensure staff are informed and aligned with institutional priorities. Directs the activities of correctional personnel and ensures appropriate deployment of resources. Oversees inmate/youth movements, housing unit security, fixed post operations, and work details to maintain institutional order. Prepares shift activity reports, incident documentation, and disciplinary referrals. Conducts inspections of housing units, buildings, grounds, and inmate/youth work areas to ensure compliance with safety and security protocols. Reviews disciplinary infractions and determines the need for temporary restrictive housing pending hearings. Informs shift personnel of updates to policy and operational procedures. Manages shift rosters and staff assignments to ensure optimal coverage. May provide basic emergency aid such as CPR or first aid and assists with evacuations and area lockdowns. Assists with in-service and on-the-job training for custody staff. Participates on staff selection boards and reviews staff disciplinary matters as directed.

Knowledge, Skills and Abilities

Knowledge of the daily operations, security procedures, and inmate/youth management practices within a correctional institution. Knowledge of supervisory techniques and methods for maintaining order, discipline, and performance among staff and inmates/youth. Knowledge of principles and practices related to the custodial care, treatment, and control of incarcerated individuals/youth in custody. Knowledge of agency and departmental policies, procedures, rules, regulations, and institutional chain of command. Knowledge of emergency response protocols and institutional security measures applicable to shift-level incidents. Ability to interpret and apply policies, rules, and operational procedures consistently and effectively. Ability to communicate instructions, expectations, and critical information clearly and concisely to subordinates and peers. Ability to plan, organize, and direct the work of correctional staff across a variety of posts and operational areas. Ability to evaluate staff performance, identify training needs, and support professional development and accountability. Ability to analyze shift-level incidents and make informed decisions to maintain safety and order. Ability to prepare clear, accurate, and detailed reports, including incident documentation, shift summaries, and disciplinary referrals. Ability to exercise sound judgment and make effective decisions in high-pressure, dangerous, or emergency situations. Ability to supervise, train, and coordinate the activities of custody staff to maintain institutional operations and discipline. counsel and manage inmate/youth behavior, applying appropriate intervention and control techniques. Ability to address and resolve disciplinary matters involving both inmates/youth and staff in accordance with policy. Ability to communicate professionally and effectively, both orally and in writing, with staff, inmates/youth, and external parties. Ability to accurately document and describe events, facts, and observations in formal reports. Ability to establish work priorities, delegate assignments, and manage time efficiently during assigned shifts. Ability to understand and apply institutional rules, operational protocols, and legal requirements. Ability to respond with authority and clarity during critical incidents and provide leadership during emergencies. Ability to build and maintain effective working relationships with subordinates, supervisors, and institutional stakeholders.

Special Requirements

Must be an officer in compliance and certified with Continuing Law Enforcement Education (CLEE) or must obtain this certification within the required timeframe established by the hiring agency. Some positions require completion of the Correctional Officer Basic Certification Course and completion of the Correctional Officer Supervisory Course or completion of both courses within the required timeframe established by the hiring agency after placement into the position. Incumbents may be required to fulfill all South Carolina Law Enforcement Training Board requirements for law enforcement certification. Some positions require a commercial driver's license.

Minimum Requirements

A high school diploma and relevant supervisory experience. A bachelor’s degree in a related field may substitute for the required supervisory experience.
