General Nature of Work

Responsible for directing the planning, analysis, design, development, and implementation of a complex information technology division/department.

Guidelines for Class Use/Distinguishing Characteristics

Positions in this class are part of an agency's executive management team and provide leadership in the development of technology solutions to support an agency's mission. These positions are differentiated from positions in the Information Technology Manager II class by having the responsibility for directing the information technology operations for the largest and most complex state agencies and participating in setting the strategic direction for the agency.

Examples of Work

Directs the development, coordination and maintenance of the agency's information resource management activities and programs. Establishes the development of organizational standards relating to work procedures, systems security, data integrity, and communications policies. Directs and manages the detailed planning processes including the allocation of resources for equipment and services of the division/department. Establishes the mission, goals and objectives for the division/department. Participates in the strategic planning efforts of the agency by leading efforts to develop and apply technology solutions to the agency's most critical needs. Interacts with and supports the agency's managers and users of information resources in the areas of policy development and improvement of information resources to support the service and administrative needs of the agency. Directs the development of the agency�s technology budget. Establishes priorities for systems development and makes recommendations for major expenditures. Meets with agency administrators, users, vendors, and supervisory personnel to discuss and resolve operational problems, plans and administrative issues. Determines the overall organizational structure of the department/division to include, but not limited to applications development, systems development, operations processing environment, communications, and user service activities. Oversees the development of organizational standards pertaining to work procedures, systems security, data Integrity, and communications policies. Provides administrative overview of projects through the evaluation of goals, deadlines, and priorities. Directs the oversight of the installation, maintenance and support of information technology products/services.

Knowledge, Skills and Abilities

Knowledge of the capabilities and limitations of a wide range of equipment, software, and services necessary to administer information management and telecommunications systems. Knowledge of management techniques involved in resource allocation and human resources management. Thorough knowledge of the capabilities and limitations of a wide range of equipment, software, and services necessary to administer the information processing needs for the agency to include data processing, telecommunications, voice and data networks, records management, and information center management. Ability to communicate administrative information effectively to users and information technology personnel. Ability to translate statutes, policies, guidelines, and the strategic needs of the agency into operational workplans that will address the agency�s technology needs. Knowledge of the mission, needs, and priorities of the agency.

Minimum Requirements

A bachelor's degree in communications, business administration, computer science, mathematics, statistics; management information science or a related field and management experience in a telecommunications or data processing environment.
